Job Description

Real Estate Appraiser

A vacancy exists in the Office of Law. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. Examples Of Duties

Under general supervision, reviews appraisals to ascertain equitable property prices and values for the purpose of the acquisition and disposal of real property; and does related work as required.

Essential Job Functions

  • Reviews appraisals in connection with Federal, State, and County projects for accuracy, standards, format, value and procedures.
  • Reviews and analyses staff and fee appraisals and appraisals of takings furnished by property owners.
  • Analyzes engineering information and inspects properties to estimate the number of appraisals, necessary costs, and land values.
  • Recommends to supervisor just compensation for acquisition and disposal of real property.
  • Prepares appraisals and cost estimates to determine the total cost of rights-of-way.
  • Confers with County, Federal, and State appraisal personnel evaluating new procedures and policies.

Qualifications

Graduation from an accredited college or university with a bachelor's degree, preferably with courses in real estate, economics, property law, business or public administration, or a closely related field PLUS two years' experience in real property appraisal. (Qualifying education may be substituted for the required experience on a year for year basis up to a maximum of two years. Qualifying experience may be substituted for the required education on a year for year basis up to a maximum of four years.)

Knowledge, Skills, and Abilities (Entry Level):

  • Comprehensive knowledge of appraisal practices and techniques.
  • Thorough knowledge of property values and real estate trends.
  • Thorough knowledge of principles of eminent domain and partial acquisitions.
  • Good knowledge of land use planning and zoning.
  • Good knowledge of contract and real estate laws.
  • Ability to interpret construction plans and plats.
  • Ability to prepare appraisal reports and maintain records.
  • Ability to communicate effectively.
  • Ability to work effectively with associates, officials, and the public.
  • Supervisory ability.
  • Administrative ability.

Knowledge, Skills, and Abilities (Full Performance)

  • Thorough knowledge of County and departmental rules, regulations, policies and procedures.
  • Thorough knowledge of County land use planning and zoning objectives and requirements.
  • Skill in preparing appraisal reports and maintaining records.
  • Skill in interpreting construction plans and plats.

Licenses and Certificates Possession of a valid license to legally operate any class of vehicle or equipment necessary to perform the duties of the position is required at the time of appointment. Some positions may require certification as a Certified Residential Real Estate Appraiser by the State of Maryland Commission of Real Estate Appraisers and Home Inspectors. All licenses and certifications must be maintained throughout employment.

Proof of Education, Licenses, and Certifications: Applicants are required to submit proof of education beyond high school to meet the required qualifications of the position. Diplomas or transcript must show the applicant's major field of study. Copies and unofficial transcripts are acceptable. Failure to submit proof of Licenses, Certifications and Education will result in your application not being considered. Proof of licenses, certifications, and/or education must be submitted with each application.

Examination Procedure Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions Of Employment

Physical and Environmental Conditions The work of this classification is essentially sedentary with occasional walking, standing, lifting or other restricted physical activity. Positions may require traveling between work sites.

Employment Background Investigation Applicants selected for employment to a position in Baltimore County must successfully complete an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
